Thomas Jackson

Tom has worked in healthcare in multiple capacities. He has led Medicare Quality Improvement Organizations (QIOs) in 6 states and the District of Columbia, where he has designed large-scale improvement projects involving hospitals, nursing homes, clinics, and home health agencies.

He participated in the first patient safety project in the CMS QIO program in 1998 just prior to the IOM report, To Err Is Human. He coordinated one of four CMS pilots in the United States to increase the use of electronic medical records in physicians’ offices and served on the Board of the Utah Health Information Network, the central health information network for the state.

He has also been involved in healthcare measure development and evaluation since 1995 and served as co-chair of the CMS Clinical Abstraction Workgroup when hospital public reporting began in 2004. He began his career in healthcare as a hospital-based paramedic in a rural tertiary care hospital.
