Paul Scanlon

Paul Scanlon is Director of Community Convening and Collaborative Design at Financial Transformations, Inc. (FTI). He has over 15 years of experience in designing and leading healthcare quality-improvement initiatives across national, state, and community organizations.


Paul specializes in developing learning and action collaboratives that unite diverse stakeholders to build relationships, align on common goals, discover partnership opportunities, and transform ideas into concrete actions.


Throughout his career, Paul has supported major initiatives sponsored by the Centers for Medicare & Medicaid Services and the Health Resources and Services Administration, including the Transforming Clinical Practice Initiative, the Community-based Care Transitions Program, the Partnership for Patients, and the Patient Safety and Clinical Pharmacy Services Collaborative. He has also played a leading role in multiple Alliance for Integrated Medication Management collaborative initiatives focused on comprehensive medication management, optimal prescribing, opioid stewardship, and closing community care gaps.


Known for his engaging and energizing facilitation style, Paul helps groups navigate complex challenges, break down organizational silos, and build the alignment needed to achieve meaningful systems change. His approach is grounded in the belief that the quality of relationships among stakeholders is one of the most important drivers of lasting improvement.



Paul started his career in financial analysis and internal auditing at Genworth Financial. He earned a Bachelor of Science in Business with concentrations in economics and management from Virginia Tech. Additionally, he is a member of the Board of Directors at National Capital Treatment & Recovery.
